Minutes of the HACTAC Meeting of November 15, 2017

The meeting was called to order at 7:05 pm

Minutes:

 

A motion was made by Alan Budkofsky and second by Bill Stephenson to accept the October minutes as presented.  Motion passed.  

 

Treasurer’s Report:

 

See Attached.  A motion was made by Alan Budkofsky second by Roger Goldbeck to accept the October Treasurer’s report subject to audit.  Motion passed. 

 

Town Reports:

 

Bloomfield:

 

The new building and studio is on hold.  Everything is moving along at the station.

 

East Hartford:

 

Claudette advise that the station is preparing for the holiday fest on Dec. 1 – Dec. 4.  The station is trying to fill Irene’s shoes as she was the one who would find all the volunteers.  She is a hard person to replace.  Getting new system in place for getting volunteers. 

 

Hartford:

 

See attached.

 

Simsbury:

 

Not much to report.  Station is still in the same spot.  Still very busy.

West Hartford:

 

Roger reported that there is something going on in Washington where they are trying to limit nationwide charges to 5% of gross by TV stations.  School conferences are this week and the station will be running workshops for grades 3-5.  Election night went well.  Worked through what was going on during the month.  They will be opening the studio for photos for families for the holiday season.  Inspiring equity has come through for December 14 and 16.  There have been a lot of stories that have been developed and you will go through Town Hall with your I-phone and access each electronic area to hear them.

 

Windsor:

 

Charles advised that the after school programs have been very active.  Have really been getting the children involved.  He feels the only way to inspire a child is to give them the tools to do something.  He would love to be able to get more funding for children. 

 

The station manager wants to get on the cable program guide.  Jennifer from West Hartford TV explained that Connecticut does not have a franchise renewal process.  Connecticut is currently watching Vermont to see what happens as part of their franchise renewal.  It is felt that if it gets approved in Vermont to have PEG stations on the program guide, it will help Connecticut to get PEG stations listed on Comcast Xfinity, etc. listings. 

 

Dave Raney reported that the Back to the Future event was a great success.  He also advised that on Saturday, November 4 the station had an afternoon with Dan LaRosa the hypnotist.  It was a good money maker for the community.

 

COMCAST:

 

Nothing to report. 

 

Dick wants to know where does HACTAC stand with Comcast.  He asked if someone would like to draft a letter asking for them to give a response in writing regarding attendance at the HACTAC meetings, etc.  Jen and Roger will put some notes together and Dick will present to Comcast.  He asked them to include comments from all member towns.

Committee Reports:

 

Frontier/State Advisory Council:

 

Alan reported that Frontier will only attend the State Advisory Council meetings twice a year.  Frontier reported that they are working on their billing and call centers.  The Council is talking with Yale Law School.  They want to bring suit against the State to bring Peg Petia grants back. 

 

Legislative Committee Report:

 

Nothing to report.

 

Public Relations Committee Report:

 

Nothing to report. 

 

Nominating Committee:

 

Nothing to report.

 

Chairman’s Report:  Most memos concerning the DPUC are available on the web-site for the DPUC (www.state.ct.us/dpuc/database/htm)

 

Dick did not receive anything from PURA this month.  It has been a very quiet month.

Complaints:

 

None received.  Have a couple outstanding complaints that Dick has requested updates on from Comcast.

 

Old Business:

 

Dick brought up the HACTAC scholarship program.  He asked for everyone’s thoughts on whether we should proceed with it or put it on hold.  After a brief discussion, it was decided not to have a scholarship this year.

 

New Business:

 

No new business to discuss.

 

Charles will check out the Tavern at Keeney Park in Windsor to see if they have private meeting rooms for the January holiday party.  Dick will check with Tower Ridge.

Adjournment:  As there was no additional business to come before the Board, a motion was made by Alan Budkofsky and second by Claudette Miller to adjourn the meeting.  Meeting was adjourned at 7:45 pm.

The next meeting will be February 21, 2017 in Simsbury at the Simsbury Library, Wagner Room starting at 7:00 PM.
