Minutes of the HACTAC March 16, 2022

The meeting was called to order at 6:31 pm
Minutes:
A motion was made by Alan and second by Roger to accept the January 2022 minutes as presented. Motion passed.
Treasurer’s Report:
See Attached. Charles provided and went over the reports. A motion was made by Alan and second by Roger to accept the January 2022 Treasurer’s reports subject to audit. Motion passed. A motion was made by Patricia and second by Dave to accept the February 2022 Treasurer’s reports subject to audit. Motion passed.
Town Reports
Bloomfield: Alan reported that things are status quo. A question has arisen of Comcast‘s treatment of subscribers fees when it comes to apartment buildings and other multi-unit housing, where subs have been counted as one, not each unit. Jen will talk about this later in the meeting.
East Hartford: Brenda reported it has been determined that the station will be moving to the Cultural Community Center (old high school/elementary school). Has had an initial meeting with Comcast to determine a plan for moving cables, to be paid for by the town. Town meetings and BOE are now being covered in-person.
Hartford: No report
Simsbury: Karen reported that there have been some very lengthy town meetings that are being covered. The station will be hiring a part-time person. Dick mentioned a complaint that only BOS meetings were being aired.
West Hartford: Jen reported budget workshops are being covered; Very busy covering lots of sports the last few weeks; vaping workshop went very well; Recorded Hall HS Pops & Jazz concert. Doing a 50/50 online-only raffle to support their streaming services they keep monies separate from cable funds, so it will not be on TV channels. Taking place through the month of March.
Jen gave an update to Docket 21-07-26 Annual Community Access Support Review, which was opened in August - early this year - to study current funding levels. It was requested to increase subscriber funding. Today’s Draft Decision proposed an increase in the CPI to 5.9% and in the subscriber rate to $10.57 – based on the Interrogatories and testimony filed by 4 of the 5 Access Stations in the Hartford area. Comcast has been under counting subscribers in places like apartments and nursing homes for quite some time. Jen provided a draft letter of support from HACTAC. Roger moved that HACTAC submit the letter, Patricia seconded. A few updates were added to the letter and motion passed.
Windsor: Kid Vid registration is open and there is already a waiting list. Business Sponsorships are starting to come in. BOE meetings are now in a newly constructed Board Room and Win-TV has been contracted to cover them. Mask restrictions have been lifted, so studio productions are increasing. Still limited hours. Celebrating 40-year anniversary this year.
COMCAST: No report. Attorney correspondence received regarding channel line-up changes.
Chairman’s Report: no complaints
Old Business: None
New Business: Dick would like to continue meeting every other month via Zoom. Motion made by Roger, seconded by Zenobia, motion passed.
It was noted that any complaints to HACTAC should be made in writing.
Alan mentioned that the statewide council has not had any recent business.
Patricia mentioned to remember Shad Derby in Windsor in May.
