Minutes of the HACTAC May 18, 2022

Attendance: Alan Budkofsky, Patricia Bruhn, Zenobia Graham-Days, Charles Jackson, Richard Ostop, David Raney, Brenda Saulnier

Absent: Matt Skane, Andrea Seldon, William Stephenson, Candace Fisher, Claudette Miller, Roger Goldbeck

The meeting was called to order at 6:30 pm

Minutes:

A motion was made by Alan and second by Dave to accept the March 16, 2022 minutes as presented. Motion passed.

Treasurer’s Report:

See Attached. Charles provided and went over the reports. The 11 Month CD new maturity date is now March 5, 2023. A motion was made by Dave and second by Patricia to accept the March & April 2022 Treasurer’s reports subject to audit. Motion passed.

Town Reports

Bloomfield: Alan reported that they are back in the studio for productions. Doing more live stuff from council chambers. Zenobia added that she has received positive feedback regarding the broadcast of live meetings, with board and commission meetings on Zoom. There has been increased viewership on YouTube.

East Hartford: Brenda reported it is slow progress for the station move, the town details are not ready.

Hartford: No report

West Hartford: At the May 4^th Legislative session, last minute changes were made to the proposed bill, SB 278, which passed. This will require a study of Statewide consolidation of Access Stations due Dec 2023 followed by a short session which will put off until 2024 any other proposed legislation that would help stabilize funding for the stations by defining and including streaming subscribers. Dick added that Gil Martinez form HPATV has sent a letter to the Governor asking for a veto of the bill. Jen will send that letter and one from Mary Mushinsky to the HACTAC members. Deadline is tomorrow. This is actively being worked on from different perspectives.

Docket 21-07-26 final decision postponed to June 1.

Simsbury: Dick reported nothing new.

Windsor: Dave reported that he will be speaking to the Windsor Town Council on June 6 about HACTAC and its committees, issues, etc. Jenny Hawran, Station Manager will talk about WINTV. Patricia added that KidVid has sold out. They’re doing a lot of live streaming events. They will be selling tee shirts at the Shad Derby. Charles added the $35,250 PEGPETIA grant was received.

Chairman’s Report: Any complaints received were forwarded to Matt. Receiving the regular Comcast Attorney correspondence regarding customer fee & channel line-up changes.

COMCAST: No report.

Statewide Advisory Council: Alan indicated they are also discussing the same access funding legislative issues.

Adjournment: As there was no additional business to come before the Board, a motion was made by Alan and second by Dave to adjourn the meeting. Meeting was adjourned at 7:00 pm.
